今回は動詞diluteに着目してみました。意味は、「薄める、希釈する」です。例えば、

dilute whiskey with water 

ウイスキーを水で薄める（割る）

今回の記事ではこのように使われていました。

Under the plans, the government will continue to sell portion in Japan Post Holdings until its remaining stake is diluted to a little more than one-third.

The holding company plans to sell its stakes in the two units until only half of each remains.

残っている株が3/1ちょっとになるまで薄めるとなっていますが、ここでの薄めるとは保有する比率を下げるということかなと思います。
